change format export .csv file to ansi

The format off export contacts to .csv file is utf-8 format. Excel can open this with double click, but special german characters like ä, ü, ö will not be displayed properly.

When I first change the format to ansi with an editor like notpad++ the special german characters will be displayed right.

The utf-8 format is supported from excel 2003, but then you have to open the .csv file in a special way (data - import extern data - import data - select a file and change the character set to utf-8).
For older excel versions is no way to import the .csv file correctly.

So is it possible to change the export format of .csv files to ansi?

UTF-8 supports pretty much all languages in the world, while ansi or windows 1252 only supports western languages, so it wouldn't be a good choice to stop using utf-8. What could be done would be giving the option of which encoding to use, or you can use external tools to convert the file.
