Settings per user

I would like to have the following settings per user, not globally:

- "Use 24 hours format for time descriptions"

- language selection

- "Work day start time"

- New feature request: Selection if week starts on Sunday (US) or on Monday (Europe).

I agree on the usefulness of this settings. I have scheduled it for 1.2 if time allows it.

Could it be included in 1.3?

Most of those settings made it to 1.2. The date format can be set in the translation files (search for 'date format' in files 'lang.js' and 'general.php'). What is still missing is setting the first day of the week. That one is scheduled for 1.3 but I'm afraid it won't make it as I think it needs quite some work.
