How to insert a shortcut to another object in Notes & Documents

Hi,

is there a way to insert a direct link inside the text body of a Note or a Document, so that when the user clicks on it, it opens it up in other window for example.

i.e.

"Our printing due dates are listed in 'Printing Due Dates' note. To access it click here: <link>"

copy link location of a note and create new web-link .then paste it to the url

Is there a way to use this Direct URL without logging in to fengoffice?
I mean, can I make documents "public"?

I have a file, which should be accessible for everyone, even for people who do not have an account in fengoffice.
