Create contact with user data (1.6.1)

From administration
Go to Users
Click on a user
Under the Actions section "Create contact with user data" is no longer an option.
Was this intentional?  Is the ability to create a contact with current user data found somewhere else?

Login with the account you want to create userdata from. Go to account (right upper corner) instead of adminstration-users. There you can find the link to create contact from user.

That means each user now has to add himself to contacts.
The strange thing is I cant figure out why the contacts were not created in the first place
