Reporting number of documents downloaded by user

Hi there,

Is anyone able to tell me:

1. Is it possible to create a report that lists which users have downloaded which documents?
2. If so, how does one create such a report?

I can see that it is possible to report on documents that have been 'Checked Out' but our users aren't actually checking the documents out, they are just downloading them.
