I know you can create contact objects when you first create user accounts. How can I add contacts for existing users?

Yes this is the right forum. go to Administration, Users, choose the existing user with no contact info, then under the Actions menu on the right, click More, then finally click "Create Contact with User Data".

Unfortunately, I tried that and received an error:

Error: There is already a contact assigned to this user.

I don't a contact in the list.

Maybe your contact is in the trash?
