tags tab is missing

I have a small problem.
When I go to the menu note or document I do not have the tags tab. So I can not select a tag or create one.

I do not see where I can enable this option
Do you have an idea or a configuration file to edit?

if you mean left column than you must look at bottom of this and see label "see more", then click on it and activate the tags
