new user credentials cannot be set/updated in 2.5.3 and 2.5.4

Good Afternoon Everybody,

Here is an annoying bug: I am the super admin and I am simply adding a new user. I tried to added as super admin/manager/executive. Nothing works.

It seems like the new user is set to a default credential and there is no way to update the permissions. It keeps resetting back to those permissions which does not let any module to be used, etc.

I hoped that it will get fixed in version 2.5.4 but it didn't.

Please help with this issue because it is not functioning as a user management script anymore.
