one of the things that is a challenge within our organization is that since we are using a large number of outsourced contractors, it is sometimes difficult to manage and validate skillsets. even ranking certain contractors according to ability or performance would be very useful.

even better would be if we were able to choose the skillsets needed for a particular project or task, and prior to assigning team members having the option of first choosing from the available users who is best suited to the task by availability, previous performance, and ability.

Defining skills for persons and setting up required skills for tasks is exactly what I'm missing too. Besides that, being able assign the task to a person from a filtered list would help. Oh and if the list was ordered by availability of the qualified persons, that would be awesome.

yeah... best qualified and most available. the only thing is that with the way that the current user assignment is setup for tasks, that dropdown will always be out of order and usability wise it would be a bit of a pain. 'where is that guy?' ... :) ... because you may have a personal reason for choosing another developer, even though they are not best qualified or most available.
