How To's / Generate automaticaly a TAG report

As every user can create its own tags but that what i don't want !!! so i have already created a list of tags and asked all users to follow rules but now.

What i want  is :

A report  regarding the tag when ever a new tag is created by any user, an email or an alert should be automatically generated for me.

How can i remove a TAG which is associated with a file uploaded by a user without removing the file.?

How To's / uploaded file status -question

A file uploaded by User1 which has been "check out" by a User2 -which has only read permission of User 1 files.

Now it is constantly showing "checkout by User2".

when User2 tries to click "Check  in" Message says you don't have permission on other hand USER1 can't  make it "available"

I hope u ppl get my point??

A file uploaded by USER2 which has been check out by a USER1 which has only read permission.

Not all time this error comes but sometimes when i am switching between workspaces (milestone).

How To's / Selecting "TAG(s)"

How can i select more than 1 "Tag" at a time ?

Here is lil senario:
3 companies  - taged as [C1, C2, C3]
&
4 quarters -taged as [Q1,Q2,Q3,Q4]
Different tasks assigned to all companies with tags & quarters.
Now when i select any tag it shows all 3 companies tasks.
But i want Company 2 [C2] tasks for Quarter 1 [Q1].
How to do that?

[PS: i can do in report but what about in main program]

How To's / Report Generating - Incomplete

Under Custom Report Generating >  I created a report to show all milestone (object type) and then selected all the checkboxes under "Column & Order" ..Order by --> Assigned to company and Assending Order.. SAVED!!1

But when report is generated, it shows all fields except these:
 - Assigned to company
 - Assigned to user

WHY? solution?

no is no option at time of uploading file.

did u mean that we hav to send msg/email and inform relevant users that file has been uploaded!!

"I think the programmer should consider adding this option at time of uploading file to send notification to all relevant users like adding an option of bulletin style in daskboard."
