Older versions / Error 500: Internal Server Error when displaying dashboard or creating users

OpenGoo 1.5.3, Windows 7 Enterprise, IIS 7 with FastCGI, PHP 5.x, using IE8 or Firefox: getting Error 500: Internal Server Error (in a little yellow window at the top, center of screen) when displaying dashboard (or "Overview"). Most everything else in the application works fine except when trying to write/create stuff (like users) to the DB. Anybody know what could be the issue?
I turned on Debugging and get this message: Parse error: syntax error, unexpected '`', expecting ';' or '{' in {document root not supplied for security reasons}\application\models\application_logs\ApplicationLogs.class.php on line 41
I have toggled between using filesystem and MySQL for storage too (I saw that that fixed a previous Error 500 issue for another user.
I even deleted the cache/autoloader.php file as discussed in: http://forums.opengoo.org/index.php?topic=2301.0 Did not work either. I am still having this issue.
