We have an Internal Colaborator, so he doesn't have access to manage tasks. What does it means?

Right now he can't edit his own tasks but he can complete them and create new ones. Is this right?

How can we prevent the users to complete their own tasks?

Internal Collaborators being able to complete their own tasks but not editing them is the expected behavior.
