Today i try send a message to FO user and i not see him contact in TO field. We have different groups, but i see users from other groups.

Does the other FO user have permissions in the CURRENT workspace you are working in?  If not, you will not see them in contacts.  Go to a workspace that the other user has permissions, and try again - it should work.  Or, add them as a user for the workspace you are working on, and it should work.

i try it immediately when see this problem, but it not resolve my problem ((

It does look like it is a permissions issue. I would suggest looking into the following:
Where are the contacts classified at?
And what are the roles and permissions of the user with the issue?

users in a different groups, but all this groups have identical permissions (all company users and same workspaces with full access)

Has it been solved yet?
Which version of Feng Office are you using?
Are you 100% sure it is not a permissions issue?
Just in case, I would suggest you to rebuild what we call the sharing table by running this command in your console:

:
php FENG_ROOT/rebuild_sharing_table.php
