: Can delete some users, some I can only disable...

I have been trying to figure this out for over 2 hours now... Why is it that some users I can Delete while others I can only disable? From what I can tell, there is no difference in the account and I am logged in as a Super Admin. Anyone have any idea what's going on here?

Delete is only available for users that have made no actions within the system.
Disable is available for everyone.
